General Training of EU-China ETS Train the Trainer Pilot (Phase I) Successfully Delivered

Expert Robert Gemmill responded to participants' questions

The general training, which is a key part of EU-China ETS Train the Trainer Pilot (Phase I) was implemented from 23 to 26 April online. A total of 98 trainees participated in the 4-day training sessions through the trainee selection. They came mainly from local power generation enterprises and supporting institutions in various provinces and cities. The training covered: introduction to ETS, accounting boundaries, monitoring methodology for ETS CO2, data quality assurance, control and monitoring plan, reporting and transparency, verification, management by authorities/regulators, compliance and coordination.

Mr. Liu Feng, Director of Division of International Exchange and Cooperation, Climate Change Department, Ministry of Ecology and Environment of China; Mr. Andreas Zenthofer, Policy Officer, Directorate-General Climate Action of European Commission; and Mr. Wolfgang Eichhammer, expert representative jointly delivered welcome remarks at the opening ceremony and wished all the participants a fruitful training.

The training was implemented by the EU-China ETS Cooperation Platform II Project, with the strong support of the Chinese Research Academy of Environmental Sciences and Tsinghua University. As agreed in the 3rd PSC meeting of the Project, Train the Trainer Pilot is the prioritized activity in 2024 work plan. Thanks to the contributions of endorsed EU and China experts to the preparatory tasks from December 2023 to February 2024, the proposed pilot is planned to be implemented through three stages in sequence, composed of General Training (online), Self-learning (online) and Intensive Training (onsite), corresponding examination and certification are included where appropriate.
